loud ring tone utility

I remember downloading a utility from the Pocket PC Louisville Discussion Forum within the last year which allowed one to increase the volume of a given wave file. Does anyone have that utility or know where I can find it?
Thanks.

You can create your own wav file and bump up the volume using a program called Audacity: http://audacity.sourceforge.net/

I have used it to bump up the volume and clip songs to appropriate ring tone lengths. My current ringtone is "the Passenger" by Iggy Pop and it is very loud.

Go the Newbie sticky thread and click on the Loud Ring tones and system sound link. There I have include links for two programs for converting sound files and adjusting their volume, Audacity only being one of them.

I have also included a whole collection of ringtones and system sounds that I have already either created or modified to be really loud.

It can do this. File>Open (open WMA song)
Then File>Export as WAV

I get this error message using that method.......

Audacity did not recognize the type of this file. If it is uncompressed, try importing it using "Import Raw"

And I've tried doing just that with no success , just white noise when played????????
