Is there a reg setting to default num keypad to number in all programs?

When I am browsing the internet with the keyboard closed, and need to enter numerical data into a field (such as zip code) where using the front number pad seems logical, it seems to default to alpha. I know you can switch it to numerical for each filed, but I would like to know if there is a "default" registry key that would have it be numerical input instead of alpha.

If you hold a number key down for a second it will insert a number.

You can also press the "*" key to toggle through the different keypad layouts... until the (123) is displayed next to the keyboard SIP icon... then anything you input from the keypad will be a number.
