    Incoming Calls During 1X Usage

The 7135 used to be able to take an incoming call during a 1X session. The 650 does not seem to have the same ability.

Is there something I am missing?

I'm afraid your diagnosis is correct. I purchased Chatter Email for the "push" feature, but found that I was getting tons of calls that would go directly into voice mail. Since then, I've changed Chatter's settings to sync every 12 minutes and it seems to be a good compromise. Someone told me that this is more of a CDMA problem than a 650 fault (I use VZW); maybe they're right.

No 1x CDMA phone (7135, 650, etc) can take a call while you are actively downloading/uploading data. Only when the data mode is in dormant (not downloading or uploading anything) will a call go through and ring on your phone. You can tell if you are in an active data session on the 650 by looking if the arrows on top of the signal meter are green (active) or gray (dormant).
